Frank began his automotive career with the National Highway Traffic Safety Administration (NHTSA) in 1997 as a safety defects engineer. He quickly advanced to become the senior safety defects investigator and served as the special assistant to the office director.
In June 2009, he was appointed as director of the $3 billion Cash for Clunkers (CARS) program — a rare instance of a federal program coming in on time and under budget.
